TNGLMS
The primary objective of the GLMS implementation is to establish a comprehensive land records dataset and its further use for various purposes as a single source of land information. Having this dataset established, different modules for public, business and government use will be implemented. For achieving the primary objective, the following key objectives are identified: Link land-related information from various sources/systems, including, but not limited to the records of right (RoR), cadastral maps (FMB), registration of deeds and encumbrances, building records, property tax, land-related court cases; Establish a unified land information system; Provide easy access to the comprehensive land information through the online portal; Facilitate identifying of idle and underutilized government lands; Inform CLA regarding litigation cases concerning government lands; Provide advanced analytics based on spatial and attributes information; Inform the development of master plans, land use plans and housing programs; Inform the processes of land acquisition, lease, alienation, transfer, exchange and assignment; Provide access to other external systems to query and fetch land information;
Considering that the GLMS is a new concept to Tamil Nadu, a phased approach will be used for its implementation. It would allow to test and realize the benefits of the GLMS first, before proceeding to the more advanced use of the system. This document describes the first phase of the GLMS implementation. Once the objectives of this phase are achieved and the system is operational, next phase will be planned to extend the GLMS functionality.The second phase may include the implementation of the land acquisition, lease, alienation, transfer, exchange and assignment processes, relevant to government lands. The scope of the first phase includes the following modules/sub-systems: Data exchange with Tamil Nilam (urban/rural), ColabLand, STAR, Property Tax Information System and Court Case Monitoring System (CCMS); Land information portal; Government land inventory; Analysis and reporting; Court cases monitoring; Data sharing with external systems; System administration; The highest priority will be given to the data exchange with Tamil Nilam system and the implementation of the Government land inventory module.
